southern Haryana would get their full share of canal water to irrigate their fields
The Haryana Chief Minister, Mr.Bhupinder Singh Hooda today assured the people of southern Haryana that they would get their full share of canal water to irrigate their fields.
Mr.Hooda was addressing public meetings at village Brahmanwas and Nizampur of district Mahindragarh after inaugurating a primary health centre at village Brahmanwas.
He said that the district Mahindragarh was considered to be the most backward district of the State, as during the last 40 years no government paid any heed towards this area. However, the present state government had taken a number of historical decisions to ensure all-round development of this district.
Mr.Hooda said that the state government had constructed Hansi-Butana Link canal to ensure equal distribution of canal water in the State. However, some vested interests did not want water to be flowed in this canal and with this objective in their mind they had created some legal hindrances. The Supreme Court would soon deliver its judgment in respect of this canal and water would soon starts flowing into it and reach to village Brahmanwas which is the remotest area of the State.
He pointed out that late Prime Minister, Mrs.Indira Gandhi had decided to construct SYL canal so that Haryana's share in Ravi Beas water could be brought to the State. Later, Mr.Rajiv Gandhi facilitated Rajiv Longowal Accord to get Haryana's share in Ravi Beas water. But, the former Chief Minister, Mr.Devi Lal resorted to agitation against this accord and as such deprived this area of Ravi Beas water.
Coming down heavily on the opposition parties, he challenged his political opponents for an open debate on the performance of their Governments in the past and the achievements of his Government during the last nearly four years. He termed the "Yatra of INLD-BJP" as the "SWARTH YATRA." He said that the Yatra was being undertaken keeping and eye on the parliamentary elections. Taking a dig at the leaders of INLD and BJP, he asked them where they were during the last four years and what prevented them from coming to this area to sort out the problems of the people.
He said that the present state government had given remunerative prices to the farmers for their produce and he had written to the Prime Minister to provide adequate prices to the farmers in future as well. The capacity of Jawahar Lal Nehru canal, which carries water to district Mahindragarh had been increased from 1500 cs. to 2200 cs. and it would further be increased to 2500 cs. All the pump sets installed for lift irrigation scheme were being repaired to ensure adequate irrigation water to the farmers. The Congress Government had also decided to set up Central University, Sainik School and Defence University in district Mahindragarh.
Mr.Hooda said that his government had inherited the problem of electricity. However, the State Government would commission one power plant each year to root out this problem and make the state self sufficient in the field of power. The State Government had formulated an ambitious project to generate 5000 MW of additional electricity in the State.
Mr.Hooda also announced a grant of Rs. 10 lakh each for 13 village of Nalwati area and Rs.25 lakh each to village Brahmanwas and Maukuta of this district. He also announced to construct a road from village Brahmanwas to Maukuta and ordered to conduct a survey for constructing a canal to get irrigation water to village Brahmanwas. He also announced to give a sum of Rs.2.51 lakh for library of village Brahmanwas.
He also inaugurated the newly built Nijampur-Narnaul and Nijampur-Brahmanwash road.

Mr. Hooda said that when the foundation stone of the adjoining 1500 MW power plant at Jharli was laid, he had announced that after its commissioning villages around a radius of 10kms would get uninterrupted supply of power round-the-clock, but this radius would be doubled with the commissioning of this power plant for which he laid the foundation stone today. He said that the villages of the area would also be developed by the construction company.
The Chief Minister said that the first unit of 660 MW of the Rs. 6000 crore Mahatma Gandhi Power Plant would be commissioned in December, 2011 and second unit of an equal capacity would be made functional in May 2012. This would be the first mega power project to be set up by an independent power producer.
While pointing out that his government had inherited the shortage of power in the State, Mr. Hooda said that in last 40 years the State had installed capacity of only 1587 MW but his Government made effective plans to generate 5000 MW of additional power by setting up of new power generation plants. While a 600 MW power plant had already been commissioned at Yamunanagar last year, now every year upto 2012,one power plant would be commissioned in the State. The setting up of power plants would cost a huge amount of Rs. 40,000 crore and all consumers in the State would get regular supply of power for atleast 20-22 hours a day.
He regretted that there were those who remained Chief Minister in the State for not less than 10 years, but they did not take any step to increase power generation. He sought continued cooperation of the people in checking the shortage of power and added that a time would come when the State would become surplus in power and there would be no breakdowns.
Amidst loud cheers from the responsive crowd, Mr. Hooda said that efforts were also being made to get a 2800 MW nuclear power plant set up at Fatehabad. He said that with the commissioning of new power generation plants in the area, it would become an "energy hub". The Chief Minister criticised the BJP and INLD which ruled the State for six year, but did not take any interest in its development. He questioned the responsive audience to tell him if these parties had taken any major decision for the welfare of the farmers and weaker sections of the society. He said that their leaders were now making a irresponsible statements which had no head or tale. Without naming Mr. Om Prakash Chautala, he reminded that the Central Bureau of Investigation had been investigating charges of corruption against him.

Also, the Government decided to give free residential plots of 100 sq. yards to the poor and also decided to given financial assistance for education of the children belonging to the poor.He said that while the UPA Chairperson Mr.Sonia Gandhi increased the MSP on wheat by Rs. 400 per quintal, the NDA, to which INLD and the BJP were the partners could increase it by Rs. 40 per quintal in five years.
While taking a cue from the statements made by Incharge, Haryana Affairs, Mr. Moti Lal Vora and Member Parliament,Mr.Deepinder Singh Hooda earler at the same function, the Chief Minister also said that the Lok Sabha elections were drawing near and it was time to assess our performance. He said that if they look at the manifesto of his party they would realise that even those schemes have been implemented which were never promised. He assured that the Central Government and the Congress led State government were moving together to further improve the quality and life of people. He said that he was confident that Congress would again form Government at the centre. He was also impressed with the large gathering of the people of the area at the venue, which was like a State level rally.
President of Haryana Pradesh Congress Committee, Mr. Phool Chand Mullana said that it was because of the efforts of Mr. Hooda that the stone of the fourth power plant had been laid today. He cautioned the people by saying that some people had been coming to Haryana in the dark of night across Yamuna to mislead the poor sections of the society in the State. He said that Congress would win all the ten Lok Sabha seats in Haryana. To the assertion of MP, Mr. Deepinder Singh Hooda that it was upto the people whether to declare his election as Lok Sabha candidate from the area as 'pass' or 'fail',Mr. Mullana asked the people to raise their hands if they would make him win. The Authority in exercise of its powers and functions conferred under section 5 of Environment Protection Act 1986, had directed all residential societies, institutions, hotels, industrial establishments located in these areas to adopt the rooftop rain water harvesting system in their premises.
The Haryana Urban Development Authority (HUDA) also made rules in the same year. Under regulation 81A of Haryana Urban Development Authority (Erection of Buildings) regulations 1979, the Deputy Commissioner told that arrangement of rooftop rain water harvesting was made mandatory for obtaining completion certificate in the buildings where the area of roof is 100 Sq. meter or more. She told that the system of collection, conveyance and dispersion of rain water for harvesting should be made in such a manner that only clear water is able to enter into the earth. No contaminated for waste water from the building or surrounding areas should finds its way in this system. The entry points of rain water for harvesting should be design such a manner that in normal days these remain closed.
The DC while appealing the people to adopt rooftop rain water harvesting system in their premises said that the design can be obtained from the office of Additional Deputy Commissioner or from Hydrologist.
