Chandigarh Dec. 27: The Haryana Chief Minister Mr. Bhupinder Singh Hooda announced that Government Polytechnic Nilokheri would be named after Jagat Guru Swami Brahamanand besides a Sport Stadium would also be setup at village Kalheri after the name of Shorya Chakra winner martyr Sultan Singh and announced a grant of Rs. 21 lakh for construction of Ror Dharamshalla at Panchkula. The Chief Minister was addressing a mammoth gathering on the occasion of Centenary celebration of Jagat Guru Swami Brahma Nand here today.Mr. Hooda exhorted the people especially Ror community that they should follow the cherished ideals and principals propagated by Swami Brahama Nand so that they could succeed in the life. Swami Brahma Nand took a pledge to fulfill the remaining work of founder of Arya Samaj Swami Daya Nand. He maintained that the main aim of both the great personality was to eradicate the social evils from the society and to motivate the women about education. After exchanging the turban with the president of All India Ror Sabha Mr. Ram Pal he said that the relations between two communities would be further strengthened. He was of the view that the most of the people belongs to farming community and he reminded that former Speaker Haryana Vidhan Sabha Ishwar Singh and Multan Singh had close relations with his father Ch. Ranbir Singh and after the exchange of turban these relations had become more realistic.The Chief Minister reminded that Lalit Butana had been made the member of Haryana Staff Selection Commission and Som Dutt Advocate, Member of Finance Commission. He assured that he would always keep their interest protected whether he would be in power or out of power. While paying his rich tributes to Swami Brahma Nand he said that he had to face a number of ordeals when the orthodox were prevalent in the society. Mr. Hooda said that Swami Brahma Nand had left the house in the age of merely 12 years and after 35 years of his death his principles were also inspiring the human beings. He advocated adopting Veda’s in the life. While reminding the contribution of Arya Samaj during the freedom struggle, he said that the then All India Congress President Sitabhi Ramaiya said that during the freedom struggle 80 percent contribution had been remained of the Arya Samaj. BEYOND THE HORIZON- Contemporary Art Exhibition
A Confluence of Varied Images
Whenever a number of young artists come to exhibit their works together, they are generally a motley crowd having various tendencies, approaches and styles. Their thematic penchant too varies considerably (unless of course there are abstractionists among them, in which case only their approaches will differ). Some may pick up the Radha-Krishna romance. Others may go for modern approaches and imageries of romanticism. Some others may root for sex-and-violence – a theme that is very common these days, given our current environment. And yet some may lean towards catering to the art market, since there is a lucrative art market today. (which indeed is good news for most of the artists).
In my own opinion, it is good that there is an art market. For it enables a large number of artists to practice art and produce such a huge variety of imageries as we see today. Besides this, there is, the collector or the buyer (the latter of course is a business category).
Young artists who aspire to achieve greatness (or simply love to do art) are living through this environment and are passing though different stages of social and economic advancement. Of course there is this lasting impression about art, that only genuine, good art survives. And that genuine artists are not derailed by the market – market that tends to develop egoes and esoteric values (in that, a high-priced work automatically becomes good art). But in spite of all distortions arising out of the market-value system, good art survives and gives aesthetic pleasure to its audience.
But the good side of today’s art scene is that the younger artists are more interested in making efforts to excel, to come up and be counted (which is good for art’s health).
In the present showing, - artists of different approacties, styles and concerns have come together. For example:-
Anupriya Munoth
In this trendy show, when one looks at Indore (M.P.) born Anupriya Munoth’s works, one is magnetized by a mix of beauty, fantasy, imaginative compositions (such as in “Lovable Beauty” and “Nature of woman”). Aided by a very soft instantly come to life, establish a line of communication with the viewer and lead him or her onto the path of visual poetry. Anupriya is by now an accomplished artist and her works stand their ground. No props but straight forward engagement with her visual metaphor. As an artist who has done lot of home work, she both deserves and demands attention. For she focuses her aesthetics on the hue and extent of feminine beauty – beauty that creates a colourful world and gives birth to innumerable dreams and fantasies.
Badri
Hyderabad (AP) artist Badri displays a penchant for things religious. Stylised Ganeshas, Durga and Jesus highlight his approach as well as his linear prowess (for in figurative art if line is not strong the journey doesn’t even begin). His “Harinamsmaranam” is a good example of highly communicative design and expressive lines. The singing devotees before the Lord deeply engage the viewer. “Sagaramathnam” is another good tell-tale visual that deserves attention, more so for its symbolism and an imaginative approach (quite childlike for that matter). “Dasavataram” too is a fine symbolic arrangement that conveys the story both meaningfully as well as aesthetically. In “Mahabharatam” again the symbolism is to the fore with grim forebodings. His “Saraswati” is an image simplified while his “Ganesha” remains his own self and with his own wits (again a neat figuration). His work like “Durga” and “Blue Jesus” take symbolism to its extreme. In the latter care blue could be the colour of peace but hardly of sacrifice (for the sake of humanity).
In short, Badri’s imageries lift the spirit of the viewer and make him see the traditional images and symbols from a new angle.
Koushal Choudhry
Mumbai based Koushal Choudhry assumes the role of an artist and social commentator in his works. His paintings reflect deep concern with what is going on in the wide world outside his own (for every individual has only a limited world, related of his own life and sensitivities). Some of his works relate to the life and times of Mumbai. The sensex, the bull run in the stock exchange and the situation of power supply in Mumbai, wherein he lives and works. His imageries being in the nature of academic realism, have the imprint of being well defined and suited to the theme he picks on. So thematic under pinning and emotive thrust give Koushal Choudhry’s art both an edge and the relevant contempraneity. Koushal’s zeal is sure to pull him forward. Urge and impel him to be more socially oriented, ready to make a sharp (visual) comment.
As a sensitive and maturing artist Koushal Choudhry much to say and I am sure he will be speaking his mind as he continues to confront the world and observer the life around him. Works like “Controlling the Bull” (pertaining to the stock exchange) and “Energy in Mumbai” are suggestive and tell tale at the same time.
Narender Mehta
Narender Mehta (based in Gurgaon, Haryana) has a strong leaning toward’s (nature and environment. His work tends to capture the beauty that already exists in nature and is forever pleasant to the eye. Alluring landscapes and the forever radiant flora fill much of his oeuvre. And there is a continuity in view and vision with colour setting the tone and tenor of the scape.
The flora is of course much too close an encounter with nature and in the case of Narender Mehta it is revealing. For much of his own aesthetic sensibilities seem to go into the careful creation of these scapes and images of flowers (mostly in full bloom). Fine compositions and subtle tonal play marks his work. However, he has widened his view by drifting towards the Buddha (his series of “Buddha-I & II). These are overbearing images and invoke both compassion (towards one’s fellow beings) and devotion. The neatness of his work is commendable. His palette is rich too, with colours abounding.
Narender scores highly when he goes into delicate details of his flowery creations.

Jalandhar (Punjab) based Rahul Saini’s very imaginative and stylistic works stress on rhythm and form. Partly abstract and partly fantastic, Rahul Saini’s creations sometimes turn sculptural and sometimes merely figures and characters from a dream world. Rich in their colour components. Works like “Dasi” and “Love” give one the feel of both sensuousness as well as a deep emotive quality that instantly touches the viewer. There is also depth in these works that could engage the audience for quite a while, works like “Music of the Night”, “Horizon” and “Day and Night” please the eye in quite a poetic way. Both rhythm and mood mark these works. But there are many more in his oeuvre which are both inviting as well as a lasting aesthetic delight. There is of course a consistency of approach visible in Saini’s works and that promises growth in the future. Works like “Departure” are a bit sentimental. But works like “Love” and “Attraction” sustain (through richness of colour and the warmth of the theme).
Shakti Singh Ahlawat
Rohtak (Haryana) based Shakti Singh Ahlawat displays a tendency to lean on the linearity of strokes. While dealing with female figures he gives the impression of going for pastel shades and chromatic harmony (“Untitled – I & II”). But when he goes to paint rural folk, his approach and technique change. And not only in his oils, but also in his watercolours, colours retain their richness and ferver (“Three Friends” (oil) and “A Rural Smile” watercolour). Strong with line, Shakti Singh has also produced some fine drawings such as “Krishna”. His realistic approach of course speaks a lot for him and his art’s growth.
Dr. Sindhu Nair
Dr. Sindhu Nair’s work oscillates between the two extremes – religion and free abstractionism. “Baby Krishna”, “Blue Buddha” and “Calmness” represent the former tendency and “Waves” and “Circles” the other. Her Tanjore School paintings are a more assured product because they follow a strong tradition that is still going strong. (For Krishna and Buddha are enduring images based in our religious mythology that has kept company and inspired our artists for centuries on end. Dr. Sindhu Nair has a rich inheritance of tradition that has made her work quite engaging and valuable at the same time. However, Dr. Sindhu Nair does not close the door for other art forms. In fact it is other themes and other art forms that show the way to the artist for further growth. And one hopes that Dr. Sindhu Nair will explore other art forms and scenes that could justify her journey into art. There is much promise in going that way if it engages the artist’s mind.

The culturally barren land of Gurgaon is finally experiencing the winds of change. Thanks to the Epicenter, the residents don’t have to go all the way Delhi to be a part of any kind of a cultural event. As far as art exhibitions, theatre and live music and dance performances are concerned, the residents are served with a new offering every week. The art exhibition titled as ‘Beyond The Horizon’ is scheduled for 13th of December to 17th of December to take place at epicenter (also know as The Apparel House) sector 44, Gurgaon . It is a group show that brings together artists from various parts of India. The show features both fresh and young and experienced artists.
Anupriya Munoth
Anupriya’s paintings beautifully portray the beauty of a woman. Each of her painting is a visual manifestation of a thought which has the potential of initiating a story in the mind of the viewer. Each of her painting evokes a different emotion as well, that ranges from joy to sadness to suffering to celebration. Her works seems to be based on singular concepts that are soulful and substantial. Her work is straightforward and communicative.
Badri
Badri knows the art of storytelling well. And it is clearly visible in his work. Consisting of bold lines and bright colours, his art has a touch of fantasy to it. Based on religious tales, the anthology shows us artists visualizations of themes that vary from the crucification of Jesus Christ to Paanchali’s vastraharan from the Mahabharata. Badri’s work has a playful charm to it.
Koushal Choudhry
Koushal Choudhry’s lavish work addresses issues. The works seem like various visions from dreams. Each work of his is a statement in itself. The artist shows a tendency to use highlighting colours in his compositions. His work is highly suggestive and demands to be interpreted – it tickles the brain. Koushal Choudhry’s bold and inspiring work has a distinct style.

Narender Mehta’s works reflect the immense beauty of nature. The landscapes he paints range from surreal to real. The perfection in his application of colours is a factor (apart from many others) that ties up all his work together. The simple honesty is what gives it a cheerful beauty. The flowers in his paintings seem to be smiling with joy. His palette has subtle and broad frequency from warm to cool of rich hues.

The thematic and colourful works of Rahul Saini tends to have inclination towards curvilinear and soft lines to give birth to soothing compositions. A strong use of bright and playful colours and forms is prevalent in his works. His works have a deep and clear emotive quality. The paintings have an inherent Indian eminence to them. Feminine forms have been beautifully explored. The rich visual treat with shades of fantasy is a pleasure for both the eye and the heart.

Indira Gandhi Super Thermal Power project -Jharli
Jharli (Jhajjar), December 12 – Haryana Chief Minister, Mr Bhupinder Singh Hooda today said that the first unit of 500 M.watt of the 1500 M.Watt Indira Gandhi Super Thermal Power project will commence power generation by JUNE 2010, three months before the schedule date of commissioning. The CM was talking to media persons after Erection and Positioning of Boiler Drum unit.
He said that this project would be completed at an estimated cost of Rs 8000 crore and Rs 1352 had already been spent on the construction activities. The government has decided to supply round the clock power supply to the consumers within a radius of 10 kms around the plant and about 40 villages would be benefited by this decision, he said and added that the Central government had sanctioned Rs 4.2 crore for strengthening of distribution network of these villages.
The Chief Minister announced a number of incentives for the residents four villages- Jharli, Goria, Mohanbari and Khanpur khurd which included streamlining of the water supply system, hourly bus service for Jhajjar, free dispensary for the senior citizens of the villages, remodeling of water course, opening of a new ITI and adoption of another ITI for proving technical trainings to the youths of the villages.
The CM said that when the government took over the command in the state, it was decided to commission one power generating unit every year and the 600 M.Watt unit of Yamunanagar had started generating power in 2008. Other power generating plant at Khedar would commence power generation in September 2009 and the proposed power generating unit in private sector at Jharli would also commence power generation in 2011, he added.
The CM informed that the Atomic Energy Commission had accorded permission for setting up an Atomic power plant at Kumahrian in Fatehabad district after carrying out the site inspection . " Haryana perhaps will be the first state in the country to set up an Atomic power plant in the future," he added
The haryana Power Minister, Randeep Singh Surjewala, MP Rohtak, Deepender Hooda, HPCC Spokesperson, Ved Prakash Vidrohi, Union Power Secretary, Anil Razdan, Principal Secretary to CM, M.L.Tayal, Power Secretary Haryana Ashok Lawasa and senior officers of the Aravali Power Company Private Ltd, a joint venture of NTPC, HPGCL and IPGCL.

Gurgaon, December 06- The parents should imbibe morality and good manners in their children instead of criticizing them. This was stated by Mrs Asha Hooda, wife of Haryana Chief Minister Bhupinder Singh Hooda while presiding over annual function of Shallom Hills International School in Gurgaon today.
She said that the parents of her age are usually heard criticizing their children for their bad behaviour, lack of moralities and manners but they fail to understand that who made them like that. Mrs Hooda advised the parents to first introspect about the reasons behind the behaviour of present day children. She said that the parents were equally responsible for the behaviour of their children and they should teach their children good values so that they could become good human beings. She said, " lets not criticize the children, instead resolve to give the society good children with high moral values imbibed in them". If you were good human beings, it was because your parents taught you like that and if your children were not good human beings, that means you are lacking in your duty, she maintained.
While narrating the glory of motherhood, Mrs Hooda said that people say that mothers place is next to god, but in her opinion place of mother was even before god. The reason being that whenever god took birth in this world, be it any incarnation, it has to come to this world through the womb of mother. Mrs Hooda paid tributes to the martyrs and people who became victims of Mumbai terrorist attack and asked the people to take pledge to bring peace in the world. She also released white balloons in the sky giving message of universal brotherhood and said that peace is stronger than terror.
The students also gave message of peace by lighting candles. They also presented a colourfull cultural programme with theme of patriotism and scientific advancement of India. Dr Lili George, Director of School told that the school was just four years old, having classes upto 10th and it was affiliated to CBSE New Delhi.
On this occasion, Chakarvarti Sharma, Vice president of HPCC, Khazan Singh Spokesperson of HPCC, Asha Sharma, General Secretary of Congress Women Cell, G.Anupama Administrator HUDA, Deepti Umashankar Deputy Commissioner, Parveen Kumar ADC, JS Sangwan SDM, Guru Raja Reddy, Kaushalya Reddy were also present among other dignitaries.

Green Bulding at Gurgaon
Gurgaon, December 02- The Haryana Governor Dr A.R. Kidwai today said that "Solar energy is future of India and we are wasting it". He said that to meet the growing demand of electricity hydro power combined with solar energy would be ideal for India.
Dr Kidwai was addressing the gathering after inaugurating the newly constructed eco-friendly building of Institute of Rural Research and Development (IRRAD) in Sector 44 of Gurgaon. The building has been constructed by NGO named SM Sehgal Foundation and it is self sufficient in terms of water and electricity requirements.
Highlighting the benefits of solar energy, the Governor said that the Sun shines in India through out the year but we were not making optimum use of this natural advantage. He said that the government of India has introduced a scheme to set up 50 MW solar generators in different parts of the country. Out of these, solar generators having capacity of about 12 MW would be set up in Haryana on an experimental basis. The Haryana government has given permission to two factories of Gurgaon for generation of electricity 1 MW each by installing roof top Photovoltaic grid. Presently, the solar generated electricity was a bit costlier because the Silicon cells were imported from Germany but the central as well as Haryana government has subsidized the solar equipments to the extant that the user got these at the lowest price. Dr Kidwai was of the view that if the silicon cells were manufactured in India, the prices of these cells would come down. As a result, the expenditure on generation of electricity through solar energy would be lowered and in 10-15 years India hopes to have good fortunes to make optimum use of solar energy.
Emphasizing on the need of water conservation, Dr Kidwai said that the SM Sehgal foundation has provided the scientific technology for construction of eco-friendly building and the builders in Haryana specially the Gurgaon builders who represent the richest group should take advantage of the IRRAD building in designing other eco-friendly buildings. He maintained that it was high time that we gave attention environmental conditions and construct such buildings which are eco-friendly and provide comfort to the people living in it. He said that entire south Haryana has brackish under ground water and technology was needed for desalination of it so that it can be used in agriculture. He emphasized on water management. The Krishi Vigyan Kendras were experimenting by rotation of crops. Referring to efforts of foundation in district Mewat, Dr Kidwai said that development was not done merely by pouring money, on the contrary, development means that the beneficiaries should be fully involved in the developmental activities. He was of the opinion that if the beneficiaries was involved then the result would be far more satisfactory and long lasting. The Governor, on behalf of the state government and Mewat Development Agency, offered the Sehgal foundation to work as partners in taking up development in Mewat and assured of all facilities and cooperation. He thanked the foundation for selecting Mewat district for its programs where the foundation has adopted 17 villages for running programmes of sustainable rural development and poverty reduction.
Earlier, Dr Suri Sehgal Chariman of the Foundation welcomed the Governor and told about the activities of the foundation. Jay Sehgal, Executive Director of the IRRAD told about the eco-friendly building and Anjali Makhija, Director Capacity Building of IRRAD proposed vote of thanks.
A silence of two minutes was observed to pay condolence to the victims of Mumbai terror attacks. Mrs Edda Sehgal from the foundation, Municipal Commissioner Rajeev Sharma, Joint Commissioner of Police Manjit Singh Ahlawat, Deputy Commissioner Deepti Umashankar, DCP east Jagdish Nagar, Retd. IAS MD Asthana, CEO of Mewat Development Agency Attar Singh Ahlawat, SDM North JS Sangwan were also present along with guests from USA.

1st North Zone Regional Workshop on ‘Planning and Management for Timely Justice’
Chandigarh, November 28 – The Chief Justice of Punjab and Haryana High Court, Mr. Justice T.S. Thakur today stressed the need for a National Planning and Management System for the Administration of Justice. He also stressed the need for adopting a multi pronged, multi dimensional approach and strategy to meet the challenges that the country’s judicial system facing today due to our ever rising population. Mr. Justice T.S. Thakur, who was addressing the inaugural session of the 1st North Zone Regional Workshop on ‘Planning and Management for Timely Justice’ organized under the joint auspices of Punjab and Haryana High Court, Chandigarh Judicial Academy and National Judicial Academy, Bhopal here today, said that the number of cases pending in the Subordinate Courts / District Courts had risen to 2.60 crore and those pending in the High Courts more than 38 lakh. He observed, “it is very disturbing that despite numerous measures taken by the Government as also by the judiciary by way of increasing the Judges’ strength in the country, establishment of permanent Lok Adalats, promotion of Alternative Disputes Redressal Mechanisms, establishment of Mediation and Conciliation Centres and above all despite reforms in the procedural laws applicable to adjudication of disputes, the back log of cases has kept on increasing every year. No single step, reform or measure can help wipe out the arrears and ensure disposal of cases within a reasonable time frame. There is no magic wand that can either reform the system or over-night reduce the arrears of cases. A multi pronged, multi dimensional approach and strategy along can help the judiciary in meeting this challenge”. He said that in olden times, a Judge was never formally trained for the discharge of his functions as a Judge, since the burden of cases was manageable and he learnt his lesson by himself. Things had changed since then. He pointed out, “Pressure of work on Courts today is so great that the Judges need to be trained not only to cope with the volume of work but also diversity arising from the proliferation of laws that the Courts are called upon to enforce and administer. It is not uncommon or surprising that Judges would encounter problems arising out of management of their official business not only on account of lack of training in such management, but also on account of lack of awareness regarding the availability of different supporting systems that can help them produce better results.” Quoting Mr. Paul Hawken, a Management Guru, “Good management is the art of making problems so interesting and their solutions so constructive that everyonewants to get to work and deal with them”, he said that good management could go a long way in solving the problem of pendency of cases in the Courts and ensure speedy justice to the people. He said that the National Judicial Academy had for the first time in judicial history identified key management areas with a view to enhancing productivity of courts. These key areas comprised Policy Framework, Court Management System based on Court Wise Plans for Timely Justice, Pendency Management System, Individual Case Management System, Information Management System for Timely Justice and Establishment of Planning and Management Support Units at the State and national level. Action plans for implementing the strategies in respect of each one of the above management systems relevant to the individual State should be discussed and implemented. He pointed out that the management of business in the courts, which include management of case work, a Judge is entrusted with, management of staff provided to him, management of time available at his disposal and management of everything concerning him as a Judge including management of members of the bar, who are an essential part of our system, was absolutely essential to achieve a satisfactory level of productivity. Management lessons, techniques and strategies were relevant not only people, who manage business or other commercial organizations, they were relevant and indeed essential even for those, who are managing administration of justice in the Courts and determining the rights and liabilities of the parties and granting redress to them and which is by all means no less important than managing a business house. Mr. Justice T.S. Thakur expressed hope that the workshop would help the participants in understanding the nature of problems and the real causes that impede productivity and evolving methods to manage work and problems in a better way. Mr. Justice Mehtab S. Gill also addressed the participants of the workshop. Prof. (Dr.) G.Mohan Gopal welcomed the Judges and participants of the workshop. Unveiling the Statue of Shri B.N.Chakravarty, ICS
Karnal, 23rd Nov, 2008 : His Excellency Dr. A.R.Kidwai, Governor Haryana unveiled the Statue of Shri B.N.Chakravarty, ICS who has been the Governor Haryana from 15.9.67 to 26.3.76, at Karna lake tourist complex of Haryana Tourism, Karnal. Sh. Bhupinder Singh Hooda, Chief Minister, Haryana, Sh. Milon K.Banerjee, Attorney General, Govt. of India, Mrs. Kiran Choudhary, Minister of State for Tourism, Forests, Environment and Sports & Youth Affairs Minister, Sh. Arvind Sharma, MP, Karnal and Sh. Bhim Singh Mehta, MLA, Indri were present at the occasion. Similarly, the family members namely Sh. Gourab Banerjee and Ms. Jaya Chakarvarty were also present.

Kidwai said that Hali who was born in1837 during the British rule had left an indelible imprint on theminds of people. Hali gave a message of patriotism and unity andintegrity of the country which was still relevant even today, headded. He expressed hope that the people of Panipat would make maximumcontribution to keep the cherished memory of Hali alive. Dr. Kidwai said that Panipat city is a symbol of peace and amity andthis city had made a lot of contribution in the progress of the state.He gave a clarion call to the people of the Panipat to propagate themessage of Hali throughout the world as this was the need of the hour. Thermal Power Project at Jhajjar
The Haryana Government has completed acquisition of 1115 acres of land for the establishment of 1320 MW Super CriticalTechnology Thermal Power Project to come up at Jhajjar through thefirst Independent Power Producer ( IPP ) in Haryana. A Spokesman of the Haryana Power Generation Corporation Ltd.(HPGCL)said here today that the first meeting of the Co-ordinationCommittee, constituted by the Government of Haryana, under theChairmanship of the Financial Commissioner & Principal Secretary(Power), Mr Ashok Lavasa, reviewed the progress. Managing Directors,HPGCL, Sanjeev Kaushal, Managing Director, UHBVN, Vijayendra Kumar,Managing Director, CLP Power India, Rajiv Mishra, Director/Business,Navin Munjal and other members of the Co-ordination Committee werepresent. He said that with the acquisition proceedings, the Govt. of Haryanais fast nearing the process of completion of the facilitationcommitted in the Power Purchase Agreement (PPA). He further added thatthe Haryana Irrigation Department had already committed the allocationof 150 cusecs water for this project. He also said that the Ministry of Environment & Forests, Govt. ofIndia has communicated the environmental clearance for the SuperCritical Technology to be used in the Thermal Plant on October 16.TheHaryana Power Generation Corporation Ltd. has already obtained thelinkage of 5.21 Million Tonne of coal per year for the Plant. Withthis, the CLP Power India Pvt. Ltd. would now commence theconstruction activities on ground in a phased manner shortly. The 1st Unit of 660 MW is scheduled to be commissioned in January2012 and the 2nd Unit of 660 MW in July 2012. For achieving the Financial Closure of the project, the CLP hasengaged the financial consultants. It has been ensured to achievefinancial closure by August, 2009. The main financial plan for theproject envisages a combination of International Banks, multilateralagencies, together with Rupee Lenders and back up financing planunderwriting the entire debt of the project. The approval of IDBICredit Committee was received on 12th November and the finalapproval by the Executive Committee is expected on 27th November. The CLP has already submitted a proposal for Railway siding plan. Theproposal is under consideration of Ministry of Railway. TheEngineering Procurement & Construction contract will be finalised byDecember 15. Chimney height clearance for 275 metre high chimney forthe project has also been obtained from Airport Authority of India,New Delhi. He further stated that in-principal approval for megapower status to this project has been accorded by the Ministry ofPower. For purchase of 90% of power generated by the plant, the CLPand the distribution corporations of the State have already signed thePower Purchase Agreement. For sale of balance 10 % of power, CLP istaking up the matter with some agencies outside the State of Haryanaabiding with the terms and conditions of the Mega Power Policy. Referring to the status update of the project, he saidthat Amarchand Mangaldas has started the Legal due-diligence of theproject and the first draft is expected this week. Lahmeyer has alsostarted the Technical due-diligence and are also expected to submitthe first draft soon. KM Dastur had sent the draft policies for Marineand DSU Policy, EAR & ALOP etc. Common term sheet format is preparedby Clifford chance and discussions were held with HSBC, SCB & CALYON. Simultaneously, the Haryana Vidyut Prasaran Nigam Ltd. has alsostarted the process of setting up of 400 KV substations at Deepalpurin district Sonepat and at Dhanonda in district Mahendergarh forevacuation of power from this project. Construction power of 6MVA isbeing provided by the Uttar Haryana Bijli Vitran Nigam. The existingcapacity of 132KV sub-station Bahu Jholri is also being augmented byinstalling an additional 16MVA transformer, he added.

Chandigarh, November 22 - Haryana Chief Minister Mr Bhupinder SinghHooda has announced to introduce the scheme for providing financialassistance of Rs. 1000 per month to all war widows of the state inaddition to family pension they are already getting from CentralGovernment. The Chief Minister has also announced to enhance the financialassistance to Ex-Servicemen and World War II veterans. The financialassistance to ex-servicemen has been enhanced from Rs. 600 to Rs. 1000per month and to World War II veterans from Rs. 1000 to Rs. 1500 permonth. The Chief Minister said that the enhancement in pension of widows of2nd World War veterans has been made from Rs. 1000 to Rs. 1500 permonth and of widows of ex servicemen from Rs. 600 per month to Rs.1000 per month. The total extra financial implication to implementenhanced financial assistance scheme would be about Rs. 9.95 crore peryear.

Renzangla Day Memorial Samaroh and Ex-servicemen Sammelan
Gurgaon, November 18- The martyrs of Rezangla who made supreme sacrifices on 18th november 1962 during Indo-China war to stop the enemy forces from reaching Chushul (Ladakh) air strip were remembered today and a programme was organized at the war memorial of Gurgaon in their memory. The Haryana Governor Dr AR Kidwai was the chief guest in this Renzangla Day Memorial Samaroh and Ex-servicemen Sammelan. Dr Kidwai laid wreath at the war memorial to pay tributes to the martyrs. The Jawans of 9 Maratha Infantry saluted their martyrdom by putting their weapons upside down. The Governor presented shawl and mementos to war widows and gallantry awardees. While addressing the gathering, the Governor said that 114 soldiers of Charlie Company of 13 Kumaon Battalion laid their lives at renzangla post on 18th November 1962 and thwarted the attempt of Chinese forces to capture Chusul air strip. Even the enemies praised the heroic deeds of these soldiers and their commander Major Shataan Singh was conferred Paramvir Chakra posthumously, the highest gallantry award, for this act of bravery. Most of the other soldiers of this company were conferred with Vir Chakra. Dr Kidwai said that such heroic deeds of martyrs should always be remembered because these infuse a feeling of patriotism among the youth and children. He said that it has been an age old practice for the people of Haryana to serve in defence forces and the changing times have not diminished the enthusiasm of a Haryanvi to don the uniform and serve the country. Dr Kidwai told that Haryana has about 11 per cent contribution in armed forces and they have made supreme sacrifices that makes us proud. He said that the small state of Haryana has 1.58 lakh serving soldiers and 2.8 lakh ex-servicemen besides 1348 war widows and 63629 widows of ex-servicemen. With these large number of widows, the Sainik board should constitute committees for taking care of them. At the same time, the Governor appealed the historians to mention about the contribution of Haryana in defence forces of the country. While welcoming the setting up of second Sainik School in the state, he said that this would enable the children with defence background to join as commissioned officer in the forces. As a result, the deficiency of officers in the forces would be met. Dr Kidwai also conceded the demands put forth by Major TC Rao, President of Renzangla Shahidi Samaroh Samiti in which five acre land was demanded for constructed DGR Bhawan and naming of Round About at Palam Vihar and Sector 23 in Gurgaon as 'Rezangla Chowk'. He announced Rs. 1.01 lakh for war widows. Earlier, Captain Ajay Singh Yadav, PWD B&R and Irrigation Minister Haryana told about the heroic deeds of soldiers at Rezangla post in Ladakh. He said that the country was united because of the soldiers. Captain Yadav expressed his gratitude to Haryana Chief Minister Bhupinder Singh Hooda for opening a Sainik School in Gothra-Pali in district Rewari and said that state government was planning to set up a defence university, first of its kind in the country, at village Binola in district Gurgaon. He also supported the demand of ' One rank one pay' in armed forces and said that he along with other members of Rezangla Shahidi Samaroh Samiti would meet the Prime Minister and President on this issue. The demand was raised by Major General (Retd.) Raj Kadian who is Chairman of IESM. Captain Yadav announced to give Rs. One lakh to the Samiti. Sukhbir Singh Jounapuria and Rao Dharampal also paid tributes to the martyrs and announced to give Rs. two lakh to the samiti. Brigadier KS Budhwar, Secretary Rajya Sainik Board Haryana told about the schemes run for the welfare of ex-servicemen and their dependants by the state government. He said that the government would incur Rs. 25 crore on setting up of second Sainik School. He told that the Haryana Government has enhanced financial assistance given at the time of marriage of daughters of war widows, 100 per cent war disabled ex-servicemen and orphan daughter of ex-servicemen from Rs. 6000 to Rs. 21000. Similarly, the financial assistance of Rs. 2500 has been enhanced to Rs. 11000 given in the marriage of daughters of widows of ex-servicemen. In addition to this, free coaching facilities to the wards of war widows, widows and ex-servicemen in the Sainik Pariwar Bhawans. Major General SG Chatterjee, representative of DGR, MLA Patoudi Bhupinder Choudhary, MLA Gurgaon Dharamvir Gauba, Deputy Commissioner Deepti Umashankar also expressed their views on the occasion. The DC who is also Chairperson of Zila Sainik Board announced to give Rs. 5000 from flag Day fund to the students of blind school Behrampur for their patriotic song presentation. Hooda announced Lifetime Achievement Award
Chandigarh, Nov 18 - Haryana Chief Minister, Mr Bhupinder Singh Hooda today announced to institute a Lifetime Achievement Award and announced a bonanza of other incentives for mediapersons whichincluded grant of press accreditation facility at block level. The Chief Minister was interacting with mediapersons shortly afterdedicating a newly set up hi-tech Media Centre, equipped with allmodern facilities, at the 8th floor of Haryana Civil Secretariat, heretoday. Spread over an area of 7000 sq. feet, the Media Centre has beenset up at a cost of about Rs one crore in view of the changingscenario of media. While clarifying the issue of definition of "Journalist" in view ofthe Journalist Welfare Fund set up by the State Government, the ChiefMinister said that now it has been decided that those who arebasically associated with journalism and those whose main source ofincome is journalism, would get financial assistance from JournalistWelfare Fund irrespective of the fact whether they are accredited ornot by the State Government. This decision has been taken for thewelfare of journalists. He said that in case of sudden death of a journalist or any personassociated with journalism, an ex-gratia would be provided to his orher next of kins out of the Journalist Welfare Fund. He also introduced the facility of Press Accreditation tomediapersons at block level by giving Press Accreditation Cards tothree such mediapersons. He also announced that separate PressAccreditation Cell and Press Facility Cell would be set up and thesewould be functional from January next. Mr Hooda said that for the first time, the mediapersons would beprovided with electronic lockers thus giving them one GB space tostore their data. Mr Hooda said that the Press Room set up at the Media Centre was thefirst of its kind in public sector in the country. Equipped with allmodern means of communication, it has seven computers with internetfacility to facilitate the functioning of mediapersons. Two faxmachines have also been provided in the Press Room. In addition, 30physical lockers would be allotted to mediapersons as per their needin the Press Room. The Chief Minister handed over the keys of firstsuch locker to veteran journalist Mr N.S.Parwana. The Press Room has a theater system, wide-screen LCD TV sets equipped with Tata Sky and cable network. A Centrex telephone system has beeninstalled in the Press Room through which any mediaperson can directlyring up any officer of the Haryana Information and Public RelationsDepartment. The Chief Minister said that the work to set up a hi-tech web studiowas in progress at Media Centre and it would be functional within acouple of months. This web studio would provide video clippings onvarious programmes and achievements of the Government to themediapersons. It would also have pre-production and post-productionfacilities like editing. He said that electronic press notes would beissued from January 1 and Haryana would be the first State tointroduce such a system in the country. He said that a Conference Room has also been set up at Media Centrewhere daily briefing system would be introduce to highlight thevarious achievements of the State Government. Also, an InformationCentre equipped with 10 computers, fax and internet facility has alsobeen set up at the Media Centre. He said that a modern pantry has alsobeen set up at Media Centre which would be run by Haryana HospitalityDepartment. While referring to other incentives given by the State Government tomediapersons, the Chief Minister said that with a view to encouragemediapersons of both print and electronic media, the State Governmenthas already instituted 13 State level and 147 district level awards.Such cash awards totaling about Rs 53 lakh would be given tomediapersons every year. There would be two special state awards of Rsone lakh each, 11 state awards of Rs 51,000 each and 147 districtawards of Rs 21,000 each. While referring to the issue of providing Government accommodationfor mediapersons, he said that for allotment of houses, themediapersons would have to pay only that much minimum house rent whichis being paid by Government official for the allotment of a similarhouse. This decision was necessitated because the journalists werepaying differential house rent for the houses alloted to them. Today being the World Epilepsy Day, Mr Hooda announced to give agrant of Rs one lakh each to Haryana Child Welfare Council and"Pryas", an organisation of Chandigarh as these organisations areengaged in the welfare of the deaf, dumb, physically challenged andthose suffering from epilepsy. The Chief Minister appreciated the significant role being played bymediapersons in apprising the people about the developmental andwelfare programmes of the State Government. The Chief Minister was taken around the entire Media Centre and heappreciated the facilities made available there for media persons.
